The GDPR in third countries: the opportunities of the Modernisation of Convention 108


The coming into effect of the GDPR is by now not solely an EU but rather a global phenomenon. Additional opportunities are provided by the adoption of the modernised version of Convention 108, which is open for accession for all countries world-wide.The GDPR’s novelties, as well as globalised personal data processing regimes, have left no region unaffected. Concerns over the protection of privacy on the internet are shared worldwide by internet users, governments, businesses, something which in turn led to the enactment of more than 100 different data protections acts across the globe. Asia seems to be particularly affected by the GDPR, on account of both the tremendous success of its internet and technology companies, and the requirement of global governmental cooperation in order to address common challenges. However, not all Asian countries are to have  the same response to the GDPR: while some would want to pursue “adequacy” EU finding, others are would explore international legal solutions by considering to accede to Convention 108. This event will attempt to map the field as well as highlight advantages and shortcomings of each different approach.


This roundtable will attempt to map the field as well as highlight advantages and shortcomings of each different approach. It will be kicked off by a keynote by Péter Kimpián (Council of Europe) and followed by a roundtable with panelists representing different approaches accross the globe. The roundtable will be followed by a reception.
